MCI not to recognise foreign medical degrees

    Miffed by increasing number of Indian students being lured by foreign universities, the Medical Council of India has made it clear it will not recognise any foreign medical degree anymore.

    The council, which regulates all medical colleges in the country, has not permitted foreign universities either to start India campus or start a medical course leading to degree equivalent to MBBS in India.

    The MCIs warning has come in the wake of complaints that agents are luring Indian students to foreign universities. What is shocking is that these universities are offering medical courses where the student needs to study part of the course in India and the other part in the university. And they are looking at India partly to be recognised by the MCI, council sources said.

    The MCIs fear is not unfounded. In the past six months, 1,700 Indian students have joined Chinese universities to study medical courses.

    Nothing wrong except that many agents hired by the universities are admitting students on the promise of getting MCI approval before they complete the course.

    As per the Indian Medical Council Act, 1956, no medical college can start a course without the Centres prior permission.

    As per regulation 9 of the screening test regulations under the Act, the eligibility certificate is valid for candidates only to join a medical institution outside India and obtain a primary medical qualification.

    They have to undergo screening test on return before they can be registered with any Medical Council. The certificate cannot be used by any student to join an institution in India saying the degrees are awarded by foreign universities.

    JUST A SMALL CORRECTION, PLEASE!
    THE MCI HASN'T DERECOGNIZED THE ALREADY APPROVED FOREIGN DEGREES!

    HOWEVER, THE MCI HAS SURELY DECIDED TO PUT A STOP TO ANY NEW MEDICAL COLLEGES IN OTHER COUNTRIES, IF PART OF THE COURSE IS DONE IN INDIA & PART OF IT IS DONE OUTSIDE INDIA!

    AT THE SAME TIME, IT IS RATHER CONTRADICTORY, THAT OUR HONORABLE HEALTH MINISTRY IS THINKING OF RECOGNIZING MEDICAL DEGREES THAT ARE OBTAINED FROM OTHER COUNTRIES, LIKE UK, USA, ETC, SO THAT PEOPLE RETURN TO INDIA AFTER PASSING THOSE EXAMS ABROAD.WHETHER THESE COUNTRIES TOO WILL RECOGNIZE DEGREES OBTAINED IN INDIA, AS A MUTUAL AGREEMENT, IS YET TO BE SEEN!

    Dear Asha Madam,

    I have chosen to do Post Graduate Medical course in Family Medicine at LUGANSK STATE MEDICAL UNIVERSITY in Ukraine. The degree awarded at end of this 2 yrs course is Masters(Master of Family Medicine). I kindly request you to let me know if this degree is recognised by MCI and if i ll be allowed to take screening test after completion of this course. I went through the list of foreign qualifications recognised by MCI, where in it states that it recognises MD Physician degree from this university. But I could not find any list of other postgraduate qualifications like MFM, by this institute, recognised by MCI. Iam totally lost. Kindly help me

    Dear Asha Madam,

    Thank you for the reply. Actually I have done my MBBS in India itself. Its only for the PG course that I have chosen to go to Ukraine. I tried emailing MCI asking them if they regocnise this masters degree, but I have not got response from them. Madam can you please tell me if I will be able work as a consultant in hospitals in India after doing this degree, as I am unable to find out the job prospects in India ( after doing this masters degree in Family Medicine ). Thank you

    i need information regardind foreign pg degree recognition in india.i did my mbbs from a recognized college of india nd pursuing my
    internship from sms medical college,jaipur which is also a recognized
    college.i have already been registered in medical council of india and state medical council of karnataka and rajasthan.and i am eligible to practice .i enquired about this recognition from many doctors nd they told me that you can practice as i have a recognized mbbs degree and all the subjects was taught during mbbs.infact mbbs doctors are also doing junior residency in specialised department in famous hospitals across india.so they are eligible because they have a recognized mbbs degree.now if i choose md skin from some foreign university of south africa,shall i eligible to practice skin in india.i enquired in mci also but they are not giving proper response.well wht i thnk s i can practice skin nd can write md skin in front of my name as all doctors who did fellowships from abroad write frcp or frcs or ficci in front of their name.so pls tell me what to do.

  11. Foreign Medical Degrees

    Hello,

    PG courses from Seychelles are not recognized by MCI, but as you've already done MCI-recognized MBBS & DCH in India, you can practice Paediatrics anywhere in India.So you can add this extra degree to your nameplate.Its allowed & will make a big +ve difference to your practice!

    Hello Arunesh,

    There was a move by MOHFW, to unilaterally recognize PG degrees taken from 5 English-speaking countries-UK, USA, Canada, Australia, NZ, which MCI was opposing.I don't know the present situation about that matter!As MOHFW Minister has recently resigned & elections are around the corner, I'm not sure if new decisions will be implemented just now atleast!

    If you're getting a good opening in Australia, please take it up rightaway!

    Hello,

    I'm afraid that you can do so, because MCI has already made it clear that part of the MBBS course in India & part of it abroad is not acceptable to it!
    Still, you can check with MCI!

    I have recently heard that MD peadiatrics, ortho and surgery at BP Koirala Institute of Health sciences, Nepal are recognised by the MCI. Wud this make it equal to doing a similar degree from an Indian College? Wat is the scope after such a MCI recognised degree? Would we have to give any exam to recognise the degree again in India? And what is the scope to return to India after such a degree and get a job thereafter? Awaiting a quick response asha mam!

    Hello,

    There was a move to recognize PG degrees obtained in foreign countries, starting with the 5 English-speaking countries, viz. UK, USA, Canada, NZ & Australia!However, MCI has objected to it.In addition, with the Health Minister Dr.Anbumani Ramadoss having gone, the further progress in that matter isn't known. Now that elections are over, lets see what new Health Minister decides & whether MCI gives its approval or not!

    I've not read anything authentic about the PG Medical degrees from Nepal being recognized in India!

    I guess you mean provisional SMC registration that's given in internship!
    Apply soon for a duplicate certificate from them as its important.
    You'll have to apply by proper channel, i.e through your medical college.

    I have seen that u have been answering few questions about foreign Post graduates i have a query about my foreign postgraduate degree from Ryazan Russia I am a graduate from Osmania medical colege and i am rt now in the final year of MS in orthopedics and traumatology from ryazan Russia can u please let me know how can i approach the mci for recognition of my degree and is there a possibility of recognition of my degree and the course there is for three years if there is a possibility how should i go ahead with it and can i practice in govt as well as private hospitals with this degree .The same is the case with my wife who is in the final year PG in Gyn/Obs at the same university she is a graduate from india.

    After completing MS fromRussia are we eligible to sit for the DNB final or do we have to sit for the prelimsthen go through the training for three years and then only can appear for the Final exam would be very thankful if u can highlight all the possibilities after completion of my MS from there

    So far, there's a doubt if MCI recognizes PG degrees from any of the five English-speaking countries, viz.UK,USA, Canada, Australia & New Zealand!The previous Health Minister wanted to unilaterally recognize them, but it was objected by MCI!Therefore, the question of recognizing PG degrees from any other country is highly unlikely!

    For Foreign Medical Graduates with UG degree, MCI holds screening test twice a year, but so far, there's no such test for medicos who have done PG abroad!

    You can check with MCI & NBE, under RTI, about this matter!

    Hello,

    Since MBBS & DCH are recognized by MCI, you can practice Paediatrics anywhere in India.

    I've seen prominent people people displaying degrees that were obtained from abroad by becoming a member of certain associations!

    However, to be on safe side about displaying MD Paediatrics(Seychelles), which is not MCI-recognized, ask MCI itself, under RTI.

    Friends,

    As Dr.JK has said, MOHFW gives Gazette circular dated 7.3.2008, wherein all PG Medical degrees awarded in & recognized for enrolment as medical practitioners in that speciality by, Australia, Canada, New Zealand, United Kingdom, United States of America, are included as amendment in Part II of Third Schedule of IMC 1956 Act.

    Hello,

    As this notice about Foreign PG Medical Gradutes has appeared in Gazette on MOHFW website, which is the final authority for all health Professionals(MCI is basically a recommending body), I suppose that you can practice as a Paediatrician if you've obtained a PG degree in Paediatrics from any of these 5 English-speaking countries!Confirm with MCI or MOHFW itself!

    Hello,

    Ukraine isn't recognized by MCI for PG education, but while you're there, do MRCP side by side, so that when you return to India, atleast your UK degree will be considered!

    Dear Sir,
    I am studying MBBS in a Caribbean Medical School named MUA, in island of St Kitts and Nevis, the course comprises of 2 years in the island, that i completed, and 2 years of Clinical courses in US hospital which i am going thru. I had acquired MCI eligibility certificate while i was in 1st year of mbbs at the above mentioned medical college. the medical college is WHO approved, USMLE approved.
    please tell me if i have met all the criteria to take MCI screening exam and get accredited at India.

    Does MCI recognizes u.g degrees that is done partly in India and partly abroad? I know few students who got their temporary registration even if their course in bifurcated.

    The recognition issue of the so called elite english speaking countries has stemmed from their lobbying talents rather than their academic excellence.Does medicine know only english???In the largest democracy of the world, this is discrimination of the highest order.We should either have a common screening exam or get a legal stay on this discrimination!!Despite 60 yrs of independence, our gene pool has still not shed pro-colonial biases.

    I was looking for medical colleges for my daughter. There are four medical colleges in China that accept foreign students, teach in English, have a course patterened on the MCI and which are listed among the top ten colleges in that country. The infrastructure and other details that are described in the websites are also impressive. These colleges are all on the FAIMER list as recognized institutions.

    Would you have some knowledge on the real value of the education these colleges provide. Any feed back from students who have studied there in 2007, 08 or 09?

    More foreign PG degrees being approved
    NEW DELHI : On March 18 the government decided to recognise postgraduate medical degrees being awarded in Australia, Canada, New Zealand, the United Kingdom and the United States.

    These degrees will be, however, recognised on condition that they are recognised in the country from where it is obtained for enrolment of medical practitioners.

    A notification to this effect was issued on March 10 under the Indian Medical Council Act, 1956.

    India already recognises medical degrees of Myanmar, Italy, Germany, Ireland, The Netherlands, Japan, and Hong Kong. The government decision is intended to overcome the shortage of medical practitioners in the country.

    According to the Medical Council of India (MCI), the total number of registered allopathic doctors in the country is 6,83,582 with the population ratio working out to 1:1634. In addition, there are more than 6 lakh practitioners of Indian Systems of Medicine and Homoeopathy in the country.

    There are 271 medical colleges in the country, out of which 138 are in the government sector and the remaining 133 in the private sector. The MBBS students’ intake capacity of these colleges is about 31,172 and the number of seats available in
    various post-graduate medical courses is approximately 11,005 annually.

    The Centre has decided to give recognition to acclaimed postgraduate medical degrees awarded in English speaking countries. This will not only facilitate Indian students to pursue their PG medical studies in these foreign countries but will also
    make them eligible to practise medicine in specialised fields back in India.

    In addition, there are many Indian citizens who are living abroad, possessing these foreign postgraduate medical degrees and are willing to return to India. Recognition of
    these degrees has now cleared the way for these Indians to come back and pursue their medical profession.

    Indian Government has decided to recognize PG Medical degrees from 5 English-speaking countries:UK, USA, Canada, Australia & New Zealand. PG degrees which are recognized locally will also be recognized in India.
